Critically, Illinois requires at least seven days' advance notice logged in the system before a business renders the product unusable. Illinois imposes a tiered purchaser excise tax on adult-use cannabis sales based on THC content: 10% on products with an adjusted THC level at or below 35%, 25% on products above 35% THC, and 20% on all cannabis-infused products regardless of potency. On top of the excise tax, the state sales tax is 6.25%, and municipalities may add up to 3% and counties up to 3.75%. Cultivators also pay a separate 7% cultivation privilege tax on the first sale. Medical cannabis is exempt from the purchaser excise tax. QR codes are permitted on packaging but do not satisfy any labeling requirement on their own.
