BioTrack and the State Regulators

BioTrack functions as the official state-mandated track-and-trace software in Connecticut, designed to monitor and ensure compliance from seed to sale. It is a system required by the Connecticut Department of Consumer Protection (DCP) for all licensed cannabis operations within the state, covering both the medical and adult-use market. The system tracks the full lifecycle of cannabis products, providing state regulators with a detailed history of every item. Every entity in the cannabis supply chain, including cultivators, manufacturers, distributors, and retailers, is required to use BioTrack, which the DCP refers to as the Cannabis Analytics and Tracking System (CATS).

REGULATIONS

Cannabis Software for Connecticut

Canix is designed to meet the specific needs of Connecticut's cannabis supply chain and market, helping licensed cannabis operators stay compliant with state regulations while optimizing operational efficiency.

Waste Disposal

Connecticut's DCP requires cannabis waste to be rendered unusable before disposal and tracked in BioTrack. Operators must document every waste event with records available for regulatory audits. Canix streamlines this process by automating waste logging at every stage of the operation, ensuring that disposal events are accurately recorded and pushed to BioTrack automatically.

Track Across Licenses

Connecticut issues a broad set of license types: cultivators, micro-cultivators, product manufacturers, product packagers, food and beverage manufacturers, distributors, retailers, hybrid retailers, and delivery services. Many operators hold more than one license type. Canix provides a centralized platform to manage inventory and compliance reporting across multiple licenses and locations, ensuring each entity's activity is correctly attributed and reported to BioTrack under the right license.

Potency-Based Excise Taxes

Connecticut's recreational cannabis excise tax is calculated based on a product's THC content, not a flat percentage. The current rates are $0.00625 per milligram of THC for plant material, $0.0275 per milligram for edibles, and $0.009 per milligram for all other products (e.g., concentrates, vape cartridges). On top of the excise tax, the state imposes a 6.35% sales tax and municipalities may add a 3% local tax. Medical cannabis is exempt from the excise and municipal taxes. Monthly electronic filing is required via the DRS's myconneCT portal.

Label Requirements

Connecticut requires cannabis products to carry a unique BioTrack serial number, display lab results including THC and CBD content, include the universal under-21 symbol, meet child-resistant packaging standards, and disclose processing techniques and solvents used. Canix's label printing system supports customizable templates configured to these DCP requirements, with labels generated as PDFs and tied to package data tracked in BioTrack.

Plant Stages & Batch Tracking

Connecticut requires cultivators and micro-cultivators to track cannabis plants through growth stages and locations and report plant activity to BioTrack in real time. Canix supports plant management, from propagation through to harvest,  ensuring every stage transition and plant count is logged and synced to BioTrack seamlessly.

Potency Limits & Product Compliance

Connecticut enforces product-level potency caps. Cannabis flower is capped at 35% THC, non-vape concentrates at 70%, edibles at 5mg per serving, and infused beverages at 3mg per container. Canix stores lab result data alongside package records, giving operators visibility into potency figures throughout the supply chain and the documentation needed to demonstrate compliance during a DCP audit.

Transfers & Distribution

All cannabis transfers in Connecticut must be recorded in BioTrack with a compliant transfer manifest before the product leaves a licensed facility. Delivery licensees operating under the September 2024 DCP policy updates may use personal vehicles, provided cannabis is stored securely and out of sight. Co-delivery of cannabis with hemp products and infused beverages is now permitted. Canix automates manifest generation and syncs transfer records directly to BioTrack, keeping supply chain movement documented and compliant.

Automated Compliance

Staying compliant with Connecticut's evolving cannabis regulations, from the DCP's frequent policy notices to legislative updates, requires constant vigilance. Canix's comprehensive ERP provides automated compliance, from BioTrack reporting to label generation. By integrating directly with BioTrack, Canix helps businesses operate with confidence, minimizing manual data entry and the risk of costly violations.
