Greetings Metrc Users,

As of January 15, 2020, California is retiring External Transfer and Temporary Transporter functionality in Metrc.

External Transfer functionality in Metrc was intended to be used solely for the purposes of shipping cannabis and cannabis products to, and receiving cannabis and cannabis products from, businesses granted a temporary license to work in the cannabis industry in California. As there are no remaining temporary licenses in California, Metrc will be reconfigured on January 15, 2020, to disable External Transfer functionality, as well as the ability to access the Temporary Transporters in California.

Transfers Menu Changes

Currently, the Transfers menu in Metrc displays an option to access the External Transfer functionality as show in Figure 1 below.

On January 15, 2020, the Transfers menu will no longer display an option for External Transfer as shown in Figure 2 below, preventing you from accessing the External Transfers page.

In addition, on January 15, 2020, the generic Temporary Transporter licensees, shown in Figure 3, will no longer be available for selection when registering a licensed transfer, preventing you from utilizing a CCTT-Metrc non-enabled licensee for transport purposes.

Complete All External Transfers

Prior to January 15, 2020, you must complete any pending External Transfers.

To see if you have any pending External Transfers, select External from the Transfers menu.

Then select the Incoming tab on the External Transfers page. If a Complete button displays on any row, you must either select the Complete button shown in Figure 4 below to record your acceptance or rejection of the products from the temporary licensee. Or, if the transfer was created in error and/or you never physically received the product specified in the transfer, select the Void button to cancel the transfer.

Next, select the Outgoing tab. If a Complete button displays on any row, you must either select the Complete button shown in Figure 5 below to accurately record whether the destination licensee accepted or rejected the products you shipped to them. Or, if the transfer was created in error and/or you never physically transferred the product specified in the transfer, select the Void button to cancel the transfer and return the product to your inventory.

Download/Print External Transfer Manifests

You will lose access to the External Transfers page on January 15, 2020. As you must reconcile your records related to external transfer manifests, you should save or print a copy of any missing manifests prior to January 15, 2020 to ensure records are retained pursuant to Business & Professions code 26160.

To save or print a copy of a particular manifest, select the manifest in the grid to highlight it and select the View Manifest button on the Incoming or Outgoing tabs as shown in Figure 6 below. While viewing the manifest, you can choose to print the manifest or save the pdf file using your browser functions.

Order Metrc Package Tags

Going forward, manifests must be generated out of Metrc, and only tagged products can be included on a Metrc manifest. If you have not yet ordered package tags for your license, you must immediately do so in time to receive the tags prior to January 15, 2020. Please allow up to 10 business days for tag delivery.
